Chou comes off as a serious work-a-holic stuck-up bitch. But once you get passed business side she's a very dependable friends, an fountain of good advice and a very smart and considerate young lady. She rarely shows her emotions and talks in a very neutral tone with a poker-face like expression. Chou is the student council but takes on responsibilities above any of the reasonable needs for her role and has turned the school into somewhat of a business. Chou was born into one of the wealthiest families in the city but to her her mothers recommendation and the distaste of her other relatives, Chou has been attending a regular school instead of a boarding school or a high class academy since middle school. Chou is very serious about her work and even a few days off school can cause her to go into a nervous breakdown, as she panics the fate of her work. You could say she runs the school like an organised crime business. She's a long time friend of Ritsuko, the two have known each other since middle school while the two only met Ume in Junior high.
